If you exceed these decibels at any time, you may be subject to a noise complaint and a nuisance claim.  

Trick-or-treating times are not regulated in Naperville; however, the Naperville police recommends that younger children should end trick-or-treating before it gets dark, and older children should wrap up their trick-or-treating by 8:00 pm, and only trick-or-treat on October 31, 2023.  

If You Live in Chicago:  

The noise ordinance is set between 10:00 pm and 8:00 am in most of the city, so long as the area is within 600 feet of a residential zone. The majority of Chicago falls within this quiet time zone.  

Trick or Treating times are officially set to October 31, 2023, between 3:00 pm and 7:00 pm. For your children’s safety, always supervise them as they go knocking from door to door on Halloween.  

If You Live in Champaign:  

The noise ordinance is set between 10:00 pm and 7:00 am in all of Champagne.  

Trick or Treating times are officially set to October 31, 2023, between 6:00 pm and 8:00 pm.  

If You Live in Downers Grove:  

Unlike Champaign, IL, Downer’s Grove has a much more complex noise regulation. Make sure to review the Noise Regulation in Downer’s Grove before planning your Halloween front yard spectacle.  

The Noise Regulation states in part as follows :  

15.5.1. Noise Regulations.  

(a) No person shall make, cause to be made, or permit to be made any unreasonable noise or sound which disturbs the peace.  

(b) No person shall keep within the Village any dog or other animal which makes any unreasonable barking, howling, or other noises which disturb the peace.  

(c) No person shall operate, permit to be operated, or cause to be operated, on the exterior of any premises any power tools, such as but not limited to gas or electric-powered lawnmowers, chain saws, power saws, sweepers, or yard equipment other than between the hours of 7:00 am and 9:00 pm; except that on Sundays such operation is prohibited prior to 8:00 am and after 9:00 pm.  

(d) No person shall operate, permit to be operated, or cause to be operated, on the exterior of any premises, any heavy construction equipment such as but not limited to tractors, augurs, backhoes, cement mixers, or construction vehicles other than between the hours of 7:00 am and 7:00 pm, Monday through Saturday. No such equipment shall be operated at any time on Sundays.  

(e) No person shall operate, permit to be operated, or cause to be operated, any radio, stereo, or sound amplification device in a manner that causes unreasonable noise or vibration and is detectable without the aid of any device or instrument at or beyond the lot line of the lot where such activity takes place.  

(f) No person shall operate or permit the operation of any sound amplification system in or on any motor vehicle which can be heard outside the vehicle from seventy-five (75) feet or more….”  

Trick or Treating in Downers Grove is scheduled for October 22, 2023, in Downtown Downers Grove from 1:00 pm to 3:00 pm. However, there is also a costume contest hosted by the Lions Club in Fishel Park at 12:00 pm. Also, additional trick or treating will be permitted at participating Downtown Downers Grove businesses from 1:00 pm to 3:00 pm.
